Bali customs declaration in 2026: what to fill in on All Indonesia
There is no separate arrival customs declaration any more: since 1 October 2025 it sits inside the single All Indonesia card together with the immigration and health forms. The form is free, opens 72 hours before arrival and produces a QR code. Up to USD 500 of personal goods per person comes in duty-free, plus 1 litre of alcohol and 200 cigarettes per adult; cash from IDR 100 million must be declared.

Where the declaration lives now
On 1 October 2025 Indonesia merged three forms into one. The paper arrival card, the separate e-CD customs declaration for airports and the health form were replaced by a single All Indonesia card run by the immigration service. The customs part now sits inside it — there is nothing separate to fill in.
The form opens 72 hours before arrival at allindonesia.imigrasi.go.id or in the All Indonesia app. It is free. Sites that charge for it are intermediaries, not the government. The finished QR code arrives by email: save it offline, because connectivity in the arrivals hall is not guaranteed.

The duty-free limit: USD 500 per person
A passenger's personal goods worth up to USD 500 per person per arrival come in with no charges at all: no import duty, no VAT, no luxury tax, no import income tax. This is set by Ministry of Finance Regulation PMK 34/2025, in force since 6 June 2025, which replaced the earlier 2017 rules.
Anything above USD 500 is taxed, but more gently than before: 10 per cent duty and 12 per cent VAT, with no income tax. One subtlety matters: the allowance is per person and per arrival — it does not accumulate and cannot be transferred. A family of four carries four allowances, but you may still have to show at inspection that the laptop belongs to the child.
Non-personal goods are a separate story — stock for sale, samples, batches of identical items. There is no allowance for those: 10 per cent duty, 12 per cent VAT and a further 5 per cent income tax. Ten identical phones in a suitcase will almost certainly be treated as merchandise, not personal effects.
Cigarettes and alcohol: the limits, and why you cannot buy your way out
Excisable goods have their own limits, separate from the USD 500 allowance. Per adult you may bring:
- ✓200 cigarettes, or 25 cigars, or 100 grams of tobacco — one of the three, not all of them
- ✓and 1 litre of alcoholic drinks
Here is what catches people out: an excess of excisable goods cannot be paid for. If there are two litres of wine in your case, the extra litre is not taxed — it is seized and destroyed, and the owner does not need to be present for that. The same goes for an extra carton of cigarettes. So duty-free on the way to Bali is worth counting against the limit, not against your wallet.
Cash: the IDR 100 million threshold
Cash and other bearer instruments — cheques, traveller's cheques, promissory notes — amounting to IDR 100,000,000 or the equivalent in another currency must be declared. The rule works both ways, on entry and on exit. That is roughly USD 6,000 at autumn 2026 rates, so the threshold is reached more easily than people expect.
Declaring is neither a permission nor a tax: the money is not taken, it is simply recorded. The requirement comes from anti-money-laundering law. Silence, however, is penalised: an administrative fine of 10 per cent of the whole amount carried, capped at IDR 300,000,000. You pay for not declaring, even when the money is entirely legitimate.
What else gets declared, and where people trip up
A short list of what the declaration flags separately:
- ✓Animals, plants, fish and products made from them — these need quarantine paperwork
- ✓Medicines beyond a personal course — with a prescription in Latin script
- ✓Drones and professional filming equipment
- ✓Goods for sale and commercial samples
Common and costly mistakes:
- ✕Filling the form against your departure date instead of your arrival date in Indonesia — across midnight and time zones those are different days
- ✕One declaration for the whole family when everyone holds their own passport
- ✕A name that differs from the passport — transliteration must match character for character
- ✕Ticking "nothing to declare" and walking the green channel with two litres of alcohol
- ✕Assuming the QR code will open from your inbox in the arrivals hall

Frequently asked questions
Do children need their own declaration?
The All Indonesia card is completed per traveller, children included — each has their own passport and their own QR code. The alcohol and tobacco allowances, however, apply to adults only and are not granted for a child.
What if I fill nothing in before arrival?
You can complete it at the airport, but that means queueing at the border. The form is available 72 hours ahead and the only reason not to do it in advance is forgetting. Screenshot the QR code.
Does the USD 500 limit include duty-free purchases?
Yes — the duty-free allowance is measured against the value of all personal goods you bring in, duty-free shopping included. Excisable goods, meaning alcohol and tobacco, run on their own separate limits and do not count towards the USD 500.
Can I just pay duty on an extra litre of alcohol?
No. Excess excisable goods cannot be bought out: the surplus is seized and destroyed. That is the key difference from ordinary goods, where anything over the limit simply attracts duty and VAT.
Is the declaration the same thing as the tourist levy?
No, they are two different payments and two different forms. The All Indonesia declaration is free. The Bali Levy tourist fee is IDR 150,000, paid separately, and has nothing to do with customs.
